The Cagayan Colleges Tuguegarao (CCT), formerly known as the Cagayan Teachers College (CTC), was founded in April 1948, from the rubbles and devastating aftermath of World War II. The country was still in economic chaos; most schools were destroyed or burned and were being rebuilt and rehabilitated. There was a dearth of teachers all over the country and people were just getting over their travails and horrifying experiences during the war.

HUMBLE BEGINNINGS

Tuguegarao was not spared by the war. The Japanese forces were everywhere. In fact, the Japanese Army had a large contingent quartered in the Old Selecta, a ladies dormitory owned and operated by the late Mrs. Caridad S. Ventura-Perez, located at the site now occupied by the Dr. Matias Ponce Perez Sr. Building, commonly known as the CCT Main Building. As a result of the bombings of American forces to destroy enemy installations, the old Selecta as well as the whole "Centro" of Tuguegarao was reduced to ashes and all but few buildings were left standing after the war.

Matias Ponce Perez, Sr. concretized his life-long dream and promise to the Cagayan electorate in the early 30’s of founding a school which can offer affordable higher education. At the time, there were no institutions of higher learning in Tuguegarao nor in nearby areas, and one had to go to Manila to obtain a college education.

Atty. Perez had great foresight. He had foreseen that after the war, there would be a great need for more schools, for better trained and more qualified teachers. During that period, even teachers in the public school needed to grow professionally as many of these were just high school or secondary normal college graduates. Thus, in April 1948, with the help of his friends, relatives and some public school officials, and with the inspiration and guidance of his wife, Mrs. Caridad Ventura Perez, the Cagayan Colleges Tuguegarao was born.

The Cagayan Teachers College started modestly. Its course offerings during its first year of academic operation (1948-49) were limited to Elementary Teacher’s Certificate and Bachelor of Science in Education. Soon after, other courses were offered.

Since it was felt that the old name of the Institution, "Cagayan Teachers’ College", was already a misnomer, considering the fact that the Institution has begun to offer other courses other than teaching, the Board of Trustees in 1983 amended the original Articles of Incorporation to change the institution’s name to Cagayan Colleges Tuguegarao.

Hand in hand with the institution’s academic expansion, its physical facilities and structures are also being improved and expanded. To accommodate the growing number of enrollees, the institution maintains two campuses, the College Avenue Campus, where the Dr. Matias P. Perez Building is located, and the Balzain Campus with an area of some seven hectares where the other buildings of the institution is located.

The Dr. Matias P. Perez Building complete with science laboratories and a simulated hospital quarters the newest College of the institution, the College of Health, while the various buildings at the Balzain Campus house the Colleges of Law, Information and Technology, Criminology, Business Administration and Computer Secretarial, Education, Hospitality Industry Management, Maritime Education, Arts and Sciences and the Graduate School, the laboratory Schools, the Swimming Pool, the Mock Ship and the newly constructed Gymnasium.

The College of Maritime Institution which offers Bachelor of Science in Marine Engineering and Bachelor of Science in Marine Transportation is ISO 900 certified by DNV (Det Norske Veritas), Norway.

On the other hand, the Institution’s Liberal Arts, Education, Business Administration, Criminology, Master of Arts, Master in Public Administration and Master in Business Administration are PACUCOA (Philippine Association of Colleges and Universities Commission on Accreditation) accredited.

At present, the College offers six graduate programs, one post-baccalaureate program, seventeen degree programs, eight non-degree programs, and complete secondary and elementary levels to a more or less 9,000 student populace.

From a noble commitment of wanting to serve his fellow Filipinos, the philanthropic heart of Dr. Matias Ponce Perez, Sr. from Nueva Vizcaya paved the way to helping thousands of Filipinos make their lives better particularly in Region 2. He brought forth an abode of learning which caters to the academic yearnings of the masses in his province as he heartily believed that education is a premier right of every citizen and not a privilege - thus born in 1948 the Cagayan Teachers College now, Cagayan Colleges Tuguegarao.

CCT over the years holds in its bosom countless students wanting to make a "niche" in their respective lives… and because of CCT’s innate benevolence, it is among the ranks of well-loved institutions in the Cagayan Valley Region as it is consistently one of the schools with the highest enrollment in the region. Dubbed the school of the masses, it offers low tuition fee rates and grants various scholarships to poor but deserving students.

As time ticks, CCT likewise ticks and pursues with the demands of time. It relentlessly surges to improve its facilities to ensure quality education to its lowly yet very eager clients. Presently, CCT boasts of its state of the art laboratories, a swimming pool and a gymnasium, reputedly the biggest in the region. Its simulated hospital with updated facilities has been used as a model for other health schools. It takes pride, too, of a hotel with all the luxury of a five-star hotel that serves as a training ground for HRM students. Tough yet eminent academic instruction coupled with top of the line facilities – all these offered and for the glory of its humble mission.

Fifty-eight years of excellent existence earned CCT numerous achievements certified by accrediting bodies locally and internationally. Its School of Criminology has been hailed the top performing school in the entire Philippines in the category of 100 or more examinees in the May 2006 Criminologist Licensure Examination and even produced nine of the ten regional topnotchers. CCT is also authorized in the region to offer the ETEEAP (Expanded Tertiary Education Equivalency and Accreditation Program) to the members of the National Police to earn a BS Criminology degree. Its College of Maritime Education on the other hand, is the only college that has complied with the requirements of STCW ’95 as evidenced by its ISO 9000 certified by DNV (Det Norske Veritas).

Recently, its Midwifery Course proved to be excellent as it produced its pioneer board passers with a passing rate of 92% which places CCT among the top performing schools in the entire country. It is also through perseverance and hard work through the years that CCT hails as the only school in the region that offers 11 accredited programs and majors by the Philippine Association of Colleges and Universities Commission on Accreditation.

CCT takes humble pride with its countless feats academically as it has produced numerous topnotchers in board examinations in the fields of

Social Work, Marine, Midwifery, Criminology, Education and Engineering. Its College of Law is one of the best Law Schools in the entire Philippines.

CCT likewise exalts in pride as its College of Hospitality Industry Management is the pioneer college in the region which sends students to Qatar and Singapore for their off-campus training.

CCT for the past years wasknown throughout Northern Luzon in sports and athletics as it always emerges the champion in PRISAA and the like. Its exquisite dance troupe, choir and dramatic guild likewise are among the cultural organizations that have been representing the region in various cultural events locally and nationally as well.

Fifty-eight years of triumphs yet CCT does not sleep on its laurels lest cease to strive and work harder to improve, advance and expand its academic services to its stakeholders. It lives on the munificence of its founding father… a virtue and principle inculcated and instilled to all its students.

FLAGSHIP COURSES

From its initial offering of Elementary Teacher’s Certificate with an enrollment of less than fifty in 1948, the Cagayan Colleges Tuguegarao with an enrollment of some 8,000 students maintains at present four schools, five colleges and two laboratory schools.

The School of Education which offers Doctor of Philosophy, Master of Arts in Education, Bachelor in Elementary Education and Bachelor in Secondary Education continuously responds to societal needs and changes along academics by producing graduates who have been refined by academic opportunities created by the institution for them to hone their skills to the fullest.

The School of Arts and Sciences directs the students to new frontiers of intellect and opportunities through its Doctor in Public Administration, Master in Public Administration, Bachelor of Arts, Bachelor in Public Administration and Bachelor of Science in Social Work.

The School of Criminology provides the community with competent criminologists through its Master in Criminology, Bachelor of Science in Criminology and ETEEAP (Expanded Tertiary Education Equivalency and Accreditation Program).

The School of Business Education continues to be the arm of industries for competent professionals through its Master in Business Administration, Bachelor of Science in Business Administration, Bachelor of Science in Hospitality Industry Management and Computer Secretarial.

The College of Law with its course Bachelor of Laws and Letters educates the mind in legal provisions and the heart in justice, civic consciousness and respect for law, authority and human rights.

Everything has a reason and a purpose. Why God created Adam and Eve had a reason. Why God gave us free will and intellect has a purpose. The existence of the Cagayan Colleges Tuguegarao has a reason and a purpose, too. It was not born for nothing. It was a dream made a reality to concretize the philosophy of its founder, Dr. Matias P. Perez, Sr., of equal access and opportunity to tertiary education of all individuals without any patch of discrimination.

As with all other aspects of a dynamic and interactive society, the institution, for fifty eight years now, has been flexible to changes and has continuously packaged its academic structures and offerings in meeting the emergence of worldwide educational challenges.

It was in 1948 when the Cagayan Teachers College now Cagayan Colleges Tuguegarao, was established. Since it was then right after the devastating World War II, the need of the time concentrated on the training of teachers, and so CCT trained teachers – not just ordinarily but extraordinarily since these teachers became educational leaders.

In the 50s, CCT continued to imprint its trademark of service and commitment in the consciousness of the Cagayanos as it became the "School for the Masses" parallel to how critics hailed the former President Ramon Magsaysay as the "Idol of the Masses."

In the 60s, when then President Diosdado Macapagal was busy enacting laws for the poor people especially farmers, the Cagayan Teachers College was preoccupied with designing rigorous curricula for all its courses to prepare its students well for their career. CCT has begun to mark its grandeur and trademark of excellence through its graduates who are now occupying key positions in all fields of endeavors.

The '70s was dominated by silence and fear as Marcos implemented martial law. However, the Cagayan Colleges Tuguegarao worked academically and silently. True to its vision and mission, it continued to train and educate young minds of valuing the beauty of the truth, of knowing the truth and of finding the truth in God. The country was silent but CCT’s continuing journey to academic perfection was slowly realized by all. With the appointment of Dr. Victor V. Perez as the president in 1979, everything went on smoothly.

The '80s was a picture of political upheavals and transitions as things have to happen to show the true honor of Filipinos. Ninoy Aquino was slain; Ferdinand Marcos was deposed; Corazon Aquino was elected President. At CCT, the picture of progress continued to dominate the intellectual ambience as it re-opened its College of Law regarded presently as one of the best law schools nationwide. Soon after, other new courses were beginning to see their lights in the academic arena.

The growth and development of the Institution along course offerings and enrolment trends has become more evident in this decade. The eight-hectare Balzain Campus began to be the foundation of new academic edifices and facilities. The name Cagayan Colleges Tuguegarao became a byword for the intellectual seekers who were hungry for world-class education, for sustainable and life-long education that could bring them to the apex of professional success.

If Edsa Revolution of 1986 was able to draw strength from People Power in ousting former President Ferdinand Marcos and install the First Lady President of the Philippines, Mrs. Corazon Cojuangco Aquino, the Cagayan Colleges Tuguegarao got its inspiration from all its intellectual believers who came to enroll at CCT believing that it is the best vehicle for them to avoid the pangs of illiteracy and ignorance.

The '90s spelled success not only to all lovers of democracy as then President Fidel Ramos governed the country, but also to all stakeholders of CCT as it began to hurdle new educational challenges. Programs were submitted for international and national accreditations; topnotchers lorded CCT achievements; CCT graduates continued to dominate public and private offices and establishments. It was in this decade that the masses of Cagayan, Isabela, Kalinga and Apayao joined forces as they staged their own people power right in the middle of Tuguegarao as they made CCT the most loved institution by enrolling the biggest student populace in the entire region.

The early 21st century was marred with impeachment concerns as then President Joseph Estrada faced charges, and eventually was made to step down through Edsa Dos Revolution. It was during those times that the Cagayan Colleges Tuguegarao continued its commitment through its tri-fold function of instruction, research and extension. There was also a revolution, but it was far from a political revolution. It was an academic and brain revolution that empowers students in meeting the competencies needed by industries.

In 2006, as CCT faced the most trying times of political bickering and economic upheavals, as it experienced society’s fragilities and human beings’ callousness, the Cagayan Colleges Tuguegarao continued its commitment of empowering students through an education that incorporates the wholistic development of students; an education which challenges its students to listen, explore and consider varied ideas and become well-rounded, intellectually mature individuals.

As the Cagayan Colleges Tuguegarao expands its horizons by considering new educational challenges and innovations, one thing remains constant – its unquestionable commitment to the youth, to the country and to God.
