In pursuit of holistic human development
The JOSE RIZAL MEMORIAL STATE COLLEGE (JRMSC) is the only State College in
Zamboanga del Norte. Established by virtue of Republic Act No. 8193, JRMSC is
a consolidation of the Rizal Memorial National Vocational School (RMNVS) in
Dapitan City, the Zamboanga del Norte School of Arts & Trades (ZSAT) in
Dipolog City and the Siocon National Vocational School (SNVS) in the
Municipality of Siocon. Then Congressman Romeo Jalosjos of the First District
of Zamboanga del Norte authored R.A. 8193, which was signed into law on June
11, 1996.
HUMBLE BEGINNINGS
Upon its establishment, then RMNVS administrator Dr. Felipe Ligan was
appointed as First President of JRMSC by the Board of Trustees then headed by
its Chairman, Commission on Higher Education (CHED) Commissioner Angel Alcala,
pursuant to R.A. 8193 and R.A. 8292, the Higher Education Modernization Act of
1997. Dr. Ligan served for four years, from January 9, 1998 to January 9,
2002.
In 2000, two higher education institutions (HEIs) within Zamboanga del Norte,
namely the Katipunan National Agricultural School (KNAS) in the Municipality
of Katipunan and the Zamboanga del Norte Agricultural College (ZNAC) in the
Municipality of Tampilisan, were integrated into JRMSC pursuant to CHED
Memorandum Order No. 27 series of 2000 thus comprising the fourth and fifth
campuses, respectively, of JRMSC.

On June 7, 2002, CHED issued Special Order No. 35, series of 2002, which
provides for the appointment of Dr. Henry Sojor as the Officer-In-Charge of
JRMSC in concurrent capacity as president of Central Visayas Polytechnic
College in Negros Oriental.
Seeing the remarkable stability in the affairs of the College brought by the
leadership of Dr. Sojor in the span of two years and eight months, the Board
of Trustees deemed it best for the College to have its permanent leader. Thus,
on March 1, 2005, Dr. Edgar Balbuena assumed office as second president of
JRMSC pursuant to a BOT resolution.
With the appointment of Dr. Balbuena, the College charted a new course for its
new beginnings. Given the past experience of JRMSC, Dr. Balbuena is now tasked
to maintain and strengthen the stability of the College and to lead it to
greater heights in the field of higher education.
PRESENT TIMES
Named after the national hero, the Jose Rizal Memorial State College has
emerged as the instrument in radiating the rays of optimism and vigor to the
people of Zamboanga del Norte so they would rise above ignorance and poverty.
The college also serves as a dynamo leading the people towards improved
quality of life.
From its humble beginnings in 1996, JRMSC has emerged into a prestigious
higher education institution in this part of Mindanao.
As of the present school year, 2006-2007, JRMSC is home to 7,378 student, from
the initial 2,346 enrollees when it started in SY 1997-1998. Its currently
290-strong faculty comprise of 33 holders of 49 actively pursuing Doctoral
degrees, 71 holders of and 94 actively pursuing Master's degrees, and 43
holders of Bachelor's degree. The College has so far produced 1,382 graduates.
At present, substantial progress alongside the state college’s four-fold
functions are in place. These were attained in only a short span of time,
making JRMSC’s existence meaningful. With its advocacy and battlecry of
relevance, excellence and quality in education, JRMSC took its bold step when
it applied last August 2006 its five programs, namely, Bachelor of Secondary
Education, Bachelor of Science in Computer Science, Bachelor of Arts major in
English, Diploma of Agriculture Technology-BAT, for accreditation with the
Accrediting Agency for Chartered Colleges and Universities in the Philippines,
Inc. (AACCUP). The good news is the College successfully passed the
preliminary survey.
JRMSC is on its way to preparing the students for the knowledge-based economy.
Priority development is geared towards information and communications
technology (ICT) and the establishment of computer laboratories and electronic
library that can cater to all faculty and students’ need in instruction and
research.
Through the Research Center, researches conducted by the faculty and staff are
strengthened and opportunities for presentation in national, regional and
local fora are getting closer to its portals. Presently, JRMSC exhibits
intense desire to scholarly finish the research endeavor on quantitative and
qualitative analysis of normative financing among state universities and
colleges (SUCs) in Mindanao and its impact on access to quality higher
education.
With pride and gratitude to disclose, JRMSC announced that it has been chosen
as the Zonal Statistical and Research Training Center for Region IX and the
Autonomous Region in Muslim Mindanao (ARMM). As a training center, it is
tasked to enhance the knowledge and skills of line agencies like the
Departments of Agriculture, Agrarian Reform, Environment and Natural and
Resources, Social Welfare and Development, Philippine National Police, local
government units and others on descriptive statistics, inferential statistics
and planning.
JRMSC commits itself to serving the Zamboanga constituents and community
through extension programs. These programs and community services are now, in
fact, available for the entire province of Zamboanga del Norte in cooperation
with government and non-government organizations. In pursuit of these
programs, JRMSC has been a partner of local government units, the local
government and support program, and Couples for Christ in three Gawad Kalinga
sites with programs in education, health, livelihood, shelter, and values
formation. It is also one of the leading agencies in the HANDURAW Festival of
the City Government of Dapitan.
Just recently, JRMSC signified its collaboration with Heritage Dapitan,
Dapitan City in its 2007 Tourism Projects among 11 selected barangays, to wit:
Banonong (Food Processing and Ornamental Plants); Linabo (Aqua Project);
Cawa-cawa (wood craft and cut flowers); Bagting (fishermen’s wharf); Sta. Cruz
(display center for souvenir products); Potol (aviary); Dawo (ornamental
chicken); Silinog and Aliguay (handicraft, dried fish, shell craft, marine
sanctuary and diving site); Ilaya (virgin coco oil products, agro-forestry and
vegetable production) and Polo (mangrove park).
As it continues to spread its wings for public service, the JRMSC family is
intensifying its collective efforts in the preservation of cultural values,
the promotion of quality and excellence in education and dedication to support
government programs for a strong republic.
FLAGSHIP COURSES
Today, the Jose Rizal Memorial State College administers nine Colleges – Arts
and Sciences, Education, Engineering, Nursing and Allied Health Sciences,
Marine Education, Agriculture, Criminology, and Graduate School. Its mission
statement is an attempt to serve the people of Mindanao in particular and the
Philippines in general. Along the four functions of the State College is the
mission of providing quality professional, technical and technological
training with the aim of producing skilled, self-renewed and globally
competitive individuals.
As the only State College in Zamboanga del Norte, JRMSC serves as the primary
intellectual resource of providing quality higher education in different
disciplines in the College especially on the following fields:
Education. It is consistently producing passers in licensure and the highest
employment percentage among the graduates, as revealed in the graduate tracer
study conducted in 2006 by the JRMSC Research Center.
Engineering. JRMSC leads in the field of engineering, communication and
computer. The College is also consistently recognized as the best training
ground in the area having retained higher passing percentage in the
Professional Regulations Commission (PRC) Examination since it was offered in
1997.
Another flagship program of the State College is the computer science, which
provides global competitiveness in IT and the urgent need of business, as well
as government and nongovernment organizations, to accelerate the advancement
and development of the technological capabilities of human resources.
A quest for global academic proficiency
Holistic human development is basic for the sponsorship of life, and its being
innermost is what makes it the major building block in the conception of a
well-defined institution for learning and a catalyst for a better change in
the academe.
Zamboanga del Norte is a region trodden with reserves of agriculture,
forestry, mining, and potential fisheries; in it lies an institute established
with the dogmas and ideals of a Filipino who more than demonstrated and
attested the overruling relations of a teacher from his learners.
Chartered through the principles and standards instilled by national hero Dr.
Jose P. Rizal, the Jose Rizal Memorial State College is the only State College
in Zamboanga del Norte. This academic institution has proven its worth through
academic excellence in the local and national arena after living to the
principle of dynamism and cultural diversity in building a just and humane
society.
With a coherent linkage between the student body and the teaching workforce,
JRMSC has had its groundbreaking attainments not only in the academic field
but in the arena of research, extension and production, as well.
Having been chosen the "Zonal Center of Statistical Research" in the Region IX
and ARMM, is only one of its solid and initial milestones in the leap for
quality education and better community involvement. By far, the College has in
it, an array of records showing students’ excellence in the respective fields
they chose to equip themselves such as community immersion activities thus
offering tutorial classes and livelihood programs in many remote areas of
Dapitan City.
Administering the finest educative strategies, the College offers a wide range
of opportunities for interaction and participation among its components that
pave way in gearing up the students with the changing demands of today’s
borderless world. The opening of the newest courses like Bachelor of Sciences
in Nursing, Maritime Education, and Commerce build up better competitive
skills among students to be globally viable in all fields of endeavor.
The current Accreditation Assessment Survey of the school’s programs, namely,
Secondary Education, B.S. in Computer Science, Bachelor of Arts major in
English and Diploma of Agriculture Technology broadens JRMSC’s horizontal
perspectives in envisioning to become the center of excellence among
institutions of higher learning thus, delivering effective and efficient
services along instruction, research, extension and production in providing
quality professional, technical and technological training with the aim of
producing skilled, self-renewed and globally competitive individuals.
The Jose Rizal Memorial State College, Main Campus, landscaped at the heart of
the city, carries on the legacies of the Philippine national hero, Dr. Jose P.
Rizal in bringing about a stronger edifice for education.
Education, as he clearly deemed, is the supplement for the fulfillment of a
promise – one entrenched in the youth of every generation the youth to whom he
evidently branded the hope of the fatherland.
