Secondary Education
Structure:
Secondary
education is offered as either general or vocational/technical
secondary.
Secondary education is primarily conducted in public
institutions, which almost always include “high school” in their
names.
Secondary education is tuition free for graduates of elementary
school, but it is not compulsory and despite substantial enrollment
figures nationwide, the overall ten-year elementary through secondary
school completion rate is low; about 46% of the students who start Grade
1 finish Grade 10.
The
National College Entrance Examination (NCEE), which was formerly
administered to all secondary students during their fourth year, was
abolished in 1994. Most colleges and universities have their own
entrance examinations which students take instead.
High school students now take the National Secondary Achievement
Test (NSAT) but this test is not supposed to be used to determine
college admissibility.
