ICC @ 73: Providing the Filipino youth a
solid, well-grounded Catholic Christian education
Humble beginnings
It was no less than a parish priest who conceived and born the indigenous idea
of extending Catholic education to his parishioners. He was Father Aniceto
Cordero, who was assisted by his uncle, Fr. Bernabe. It took years of tedious
negotiations with different religious orders before they arrived at a tangible
result.
The year was 1935, when the Augustinian Recollect Sisters accepted the
challenge of Father Cordero and took up his proposal to open a Catholic
school. This marked the birth of Catholic education in Balayan. The Bishop of
Lipa approved the establishment of the school which was named after the
patroness of Balayan, the Our Lady of Immaculate Conception.
The primary aim was to give the Filipino youth a solid, well-grounded Catholic
education in accordance with the mandates of the constitution of the
Philippines. The old convent of Balayan, which was ceded by Rev. Fr. Cordero
to the sisters became the first premises of the school and the management was
placed entirely in the hands of the Augustinian Recollect Missionary Sisters
headed by Sor. Rita de la Immaculada Maria, the Superior, under the
generalship of the late Mother Presentacion de San Jose of Lipa.
During the early years of its foundation, the difficulties of running the
school were big and numerous. At first, the school offered only the primary
course which was recognized on April 16, 1937. Soon, the general intermediate
course was opened and recognized on April 7, 1938.
In 1939, Intermediate courses were offered. In 1941, the school’s name was
changed to Immaculate Conception College. Several collegiate courses were
offered in 1942 such as Preparatory Law, Associate in Commercial Science, and
Junior Normal. Due to the constant appeal of the parents, the Secondary Course
was opened. In 1945, the need for co-education was realized as there were many
boys who were out of school at that time. In 1946, Government Recognition was
given to Secondary Course. However, in 1947, the school opened the High School
Boy’s Department.
Significantly, in 1954, the school ranked second in the achievement test in
Batangas, and seventh place throughout the Philippines.
In 1958, Bachelor of Science in Education was offered and was given
recognition. On June 10, 1959, the four-storey building was built due to the
rapid increase of the students’ enrolment in the college department. The
school turned out able graduates every year who open head to competitive
entrance and civil service examination. In the opening of the school year
1962-65, three additional courses were offered: Bachelor of Science in
Elementary Education, Bachelor of Science in Commerce and Bachelor of Science
in Home Economics which were given recognition in the year 1958, 1963 and
1965, respectively. With the total enrolment climbing to 1,400, it again
became imperative to construct a new building to meet the increasing student
population. Upon approval by the Rev. Mother General and her council, the work
started. The construction was finished and blessed on September 8, 1963.
During the 1970’s, the school experienced the turmoil of activism. But through
the Christian manner and dynamism of the Augustinian Recollect Sisters,
everything was put into peace and tranquility.
The school garnered success in the academic competition like winning the title
Most Outstanding Teacher in the Division of Batangas in the year 1983. The
school’s development in the physical features, academic excellence, moral and
spiritual development was attributed to the school’s able management and
leadership.
In the year 1988, the new high school building was built and was made ready in
1990. Bachelor of Science in Accountancy course was opened and given
recognition in the year 1995. In 2002, four-storey Talangpaz Building (named
after the A.R. Foundresses, Mother Dionisia and Mother Cecilia Rosa Talangpaz)
was constructed and was blessed on December 7, 2002 to house college students
and administrative offices.
Immaculate Conception College in its 73 years of existence has tried to carry
out the objectives for which it was founded: Catholic education for the youth
and the maintenance of high educational standards.
Present times
Much of the success of Christian education was due to the untiring efforts and
interests of the Augustinian Recollect Sisters. ICC in her humble service to
the people of Balayan had many major developments, not only in the physical
aspects but more importantly in the spiritual formation of the members of the
school community. Amidst the crises, ICC continuously meets the challenging
demands of her role in the society.
Responding to the global call of time, ICC offered Associate in Computer
Secretarial and Associate in Computer Technology, both recognized in the year
2001. Bachelor of Science in Computer Science was also offered and recognized
in the year 2003. Bachelor of Hotel and Restaurant Management opened its
program in the year 2006; a momentous sign of assurance for continuous growth
and development of its curricular offerings.
ICC pledges to continue to establish linkages and networking here and abroad,
improve its catholic education programs, conduct/host development programs for
parents, students and teaching staff to enhance harmonious and dynamic
partnership with home, school and community working towards students’
functionality, thus resulting to a better academic performance of the students
while implementing the pastoral thrust of the Archdiocese of Lipa.
Moreover, Immaculate Conception College in participation to her preferential
option for the poor grants TALANGPAZ SCHOLARSHIP and various kinds of
scholarships to help deserving students with superior qualities. ICC desires
to develop them to become future leaders in the community where they come
from.
The College thank the Lord for the support of the administrators, the academic
and the non-academic staff as well as the parents, the alumni and the whole
studentry for their concerted efforts believing that everything will be
accomplished in His Mighty Name through His Son, with the loving intercession
of Mary, our Mother, The Lady of the Immaculate Conception and the prayers of
our Foundresses, Mother Dionisia and Mother Cecilia Rosa Talangpaz.
Flagship courses
Immaculate Conception College, Balayan, Batangas offers Pre-school, Complete
Elementary, Secondary and Tertiary Education. The Basic Education had
undergone PAASCU accreditation program and had its visit last January 21-24,
2004. The school’s Basic Education started the Philippine Accrediting
Association of Schools, Colleges and Universities (PAASCU) Self-Survey in S.Y.
2003-2004. And meeting the PAASCU standards together with all the school
constituents, the Basic Education will hurdle the final accreditation
processes thus reaching completion in the S.Y. 2007-2008.
The Tertiary Education which is composed of the College of Education, College
of Business Courses and College of Computer Courses has gone through the
accreditation process of the Philippines Association of Colleges and
Universities Commission On Accreditation (PACUCOA). Business Administration
Program and the Bachelor of Elementary Education have its Candidate Status
under PACUCOA. The preliminary accreditation visit happened last July 10-12,
2006. Recently, the Technical Education Skills and Development Authority (TESDA),
on the other hand, have accredited the Ladderized program Bachelor of Science
in Computer Science with embedded TVET qualifications in PC Operations NCII
and Programming NCIV. Bartending NCII, Commercial Cooking NCII and Food and
Beverage Service NCII were also approved as TVET qualifications for the
Ladderized program of Bachelor of Science in Hotel and Restaurant Management.
ICC is also recognized by TESDA as an Accredited Competency Assessment Center
for the short term course Household Services NCII.
The College of Education aims to develop holistic teacher education programs
that should model the teaching of learning approaches; develop a collaborative
mode of training making them globally competitive educators and keeping them
abreast with the current development in the field of educational technology
which is in line with the trend of globalization. This will help to attain
improvement in the institutional passing percentage in the Licensure
Examination for Teachers (LET). The College offers Bachelor of Elementary
Education and Bachelor in Secondary Education Major in Filipino, Mathematics,
English and History.
The College of Computer Courses aims to assist the human development of the
students who exhibits interest in the use of new tools that link them
globally, specifically the internet. The students’ interests in academic
excellence focus them to understanding the school’s Christian approach to
Information Technology and proficiency in all subject areas. The college
offers the Ladderized Bachelor of Science in Computer Science, Associate in
Computer Technology and Associate in Computer Secretarial.
The College of Business Courses aims to produce graduates who will become
business leaders and who will adhere to the principles of globally competitive
professionals. This will help them to participate in economic transformation
and development. The College offers Bachelor of Science in Commerce Major in
Finance and Management; and Bachelor of Science in Accountancy and Bachelor of
Science in Hotel and Restaurant Management. On the other hand, Hotel and
Restaurant Management department was opened academic year 2006-2007. This
neophyte department aims to rise as professional hoteliers and restaurateurs
both in the local and international scene. By exposing the students with the
innovation of theory and real world practice, the institution’s projection are
giving the hotel and restaurant industry a facelift.
This proves that as time passes by, ICC continuous to develop and improve the
lifestyle of the youth by means of the kind of education she offers which is
relevant to the needs of the industry.
In accordance with the mission statement of ICC, curricular programs aims to
develop a general education program that will assist each individual to
increase holistically his potential as a human being, enhance a quality of
citizen participation in the basic functions of society, and promote in each
student a sense of national identity, cultural consciousness, moral integrity
and spiritual vigor. With the accreditation process, ICC aspire to train the
nation’s manpower in the required skills for national development, and to
instill and foster the appropriate and relevant attitudes, skills, and
knowledge to enable each individual to become a useful, productive and
