Hope for a better future

HUMBLE BEGINNINGS

Dr. Manuel Viola Gallego founded the Central Luzon Educational Center (CLEC) and the Central Luzon School of Nursing (CLSN) in 1961, first School of Nursing in the province of Nueva Ecija. Dr. Gallego was an educator, legislator, and diplomat. His philosophy in founding the Institution was that the less fortunate in life should be afforded full opportunities for total development in order to achieve a better life and better society.

In 1974, he managed CLEC and CLSN, both stock corporations, into the Manuel V. Gallego Foundation Colleges, Inc. (MVGFC), a non-sectarian, non-profit educational foundation. MVGFC aims to offer well-designed and highly relevant programs and modules that are strongly complemented by extension projects and researchs; provide a conducive learning environment that fosters quality and holistic development of the students; produce graduates who will contribute significantly in the improvement of the quality of life in their respective communities; and hire qualified, competent, and dedicated educators and support personnel who continuously show innovation and responsiveness in their work.

PRESENT TIMES

he Vision of the Manuel. V. Gallego Foundation Colleges, Inc. is for it to be a haven for growth, development and transformation of its clientele as it build the foundations of intellectual and moral solidarity with the local and global community to achieve peace, justice, and freedom. Its main target is to produce graduates who are professionally competent, entrepreneurial, effective communicators, logical, critical, and creative thinkers, community leaders, ethical, and broad-minded.

The college’s mission is to serve the nation and the world by providing the envisioned graduates with a) nstructional programs and learning modules that are well-designed, highly relevant, and responsive to learner, employer, and societal needs; b) research thrusts that are primarily designed to improve learning, and teaching; c) extension programs that meaningfully improve the quality of life in the community; and d) co and extra-curricular programs that promote the holistic development of the individual.

The college has a noble goal and it is to obtain accreditation and certification from national and international organizations in recognition of the quality standards that it has achieved in its academic programs and administrative systems.

While nursing remains its flagship academic program, MVGFC also offers programs in Criminology, Education, Business, Accountancy, Computer Science, and Basic Education. It is currently exploring a program in Horticulture.

MVGFC is now headed by Joseph L. Gallego who has degrees in Law, Business, and Education. He is supported by Dr. Celia R. Castillon, Vice President of Academic Affairs; Ms. Rosalyn B. Bilog, Vice President of Administration, Dr. Edisteo B. Bernardez, Chair of the Education Department; Mrs. Elsie V. Caysido, the Dean of the Nursing Department; Ms. Ruth C. Garcia, Chair of the Computer Science Department; Mr. Albert C. Galang, CPA, Chair of the Accountancy Department; Mr. Rogelio A. Duque, Chair of the Criminology Department; Mrs. Arceli R. Millan, Director for Student Services; Ms. Djoanna S. Velarde, Registrar; Ms. Margarita M. Daluz, Librarian; Mr. Arnold D. De Castro, Head of the Extension Department; Mr. Jefrain M. Padre, Head of the Internet and Local Area Network; and Architect Juanito F. Dela Cruz, Head of the Plant and Site Department, among other department heads.

The school is aggressively pursuing accreditation of its different academic programs. As part of this effort, new buildings were constructed, new facilities installed and equipment bolstered. Its systems and procedures have also been improved. Strong support is given to faculty and staff development. Student related services have also been greatly enhanced to promote the holistic development of the students.

The school has graduates, especially in Nursing, all over the world. The alumni support the scholarship program of the school. Currently, MVGFC has 201 scholars whose studies are either fully or partially subsidized by the school.

The school has two publications; the Gallegan and the Lamp. The Gallegan articles are written and edited by the faculty and staff of MVGFC. The Lamp is a publication of the students.

The biggest event in the college is Foundation Day, which is held every January 18 coinciding with the celebration of the birthday of the Founder. Other events are academic contests, sports activities, cultural performances, alumni reunions, and beauty pageant.

FLAGSHIP COURSES

Manuel V. Gallego Foundation Colleges (MVGFC) continues through the years to be one of the leading schools offering the degree of Bachelor of Science in Nursing (BSN).

Mission of the Nursing Department

Consistent with the mission of MVGFC, the dean, the faculty and staff of the College of Nursing are committed to offering a quality undergraduate nursing program. The focus is to assess and attend to the health care needs of the people, especially in rural and underserved areas. It aims to produce a professional nurse who is responsible, nationalistic, creative, and a critical thinking generalist.

To accomplish the above mission, the College of Nursing: 1) ensures the integrity of the programs through maintenance of rigorous professional education standards and through the high expectation of the student-learning and performance; 2) encourage involvement of faculty in service to society and the profession; 3) supports the faculty in research and scholarly activities; 4) provides an environment that is sensitive to culturally and ethically diversed students, faculty and staff; 5) initiates the utilization of modern technology among faculty and students; and 6) maintains an environment that provides for academic freedom and shared governance.

Nursing Program Objectives

In particular, the nursing program aims to: 1) use the nursing process to provide nursing care to individuals, families, groups and community in multiple settings, considering cultural diversity. 2) synthesize theoretical and empirical knowledge from nursing, natural and social sciences, and the humanities to promote, maintain, and restore health throughout the lifespan. 3) promote health care through communication and collaboration with clients and other health care providers and coordinate comprehensive nursing care through the application of management and leadership skills. 4) use critical thinking in the decision making process. 5) utilize research findings for application to nursing practice.6) function as responsible and accountable member of the profession who practices nursing legally and ethnically. 7) participate in professional activities that help define the scope of nursing practice, set health policies, and improve the health of the public.

Social Consciousness and Commitment

One of the pillars of the MVGFC College of Nursing is immersion in communities. This develops in the nursing undergraduates a dedication in health care – serving the underserved communities – so much unlike previous nursing orientations where the student had only in her mind overseas employment.

The strong commitment to serve local health needs, serving co-Filipinos first before non-Filipinos is the hallmark of MVGFC nursing education.

BSN Curriculum and Faculty

The four-year BSN curriculum is continually updated on the basis of recommendations and requirements from the Commission on Higher Education. It is a well-balanced curriculum with the different content areas, major and minor, fully represented.

A battery of 14 faculty members teach the nursing course, nine of them full-time. To serve the students’ needs and practical experience, the school provides them a modern hospital in its 15-hectare campus: the M. V. Gallego-Cabanatuan City General Hospital. For internship purposes, the school has affiliations with several prestigious hospitals in the City, and two or more in Metro Manila.

The Future

The College of Nursing, as well as the whole school and its different academic and non-academic units, are all in a state of rosy hope and enthusiasm. President Joseph L. Gallego conducted strategic planning sessions and a series of meetings and seminars with the heads and the results of all these have been a well-coordinated, to meet the future needs and challenges of the School.

What the teacher education department aims to imbibe

“It is what teachers think what teachers do, and what teachers are at the level of the classroom that ultimately shapes the kind of learning that young people get.”

In the context of such quotation, it should, therefore, be thought of that a teacher, as characterized by educationalists, must develop qualities that would speak well of a human being as a facilitator in translating any form of learners’ endeavor for growth and development in education.

To become effective as learning facilitator, a teacher must be capable of finely exercising the following strengths.:

1. The understanding of individual differences. The teacher should recognize the personal endowments of different learners of different nature, reflexes, interest, abilities, and capabilities; for, not all the learners in the class could be as bright as the brightest.

2. The exercise of deep sense of responsibility and respect. A teacher must learn to exercise deep sense of responsibility in teaching with an end in view of giving total credence to the saying that “If the teacher must respect the rights of her students in the light not only of their positive abilities but also in terms of their physical and mental limitations.”

3. The sound judgment of a teacher on matters affecting the ethics, values, and family upbringing of the learners will convey personal psychological and filial closeness between the teaching-learning parties. This also serves as a motivating factor in driving the student to aspire for the desired growth and development, which are dovetailed with the mission and vision of the college.

In the ultimate analysis, the steering rod of the MVGFC Teacher Education Department aims to showcase what Don Paitras aptly asserted:

“Plant the seeds of hope, love, and peace in the heart of a child and you will change the world.”
