Educating globally competitive Filipinos
Humble beginnings
The National College of Business and Arts, popularly known by her acronym NCBA,
started with one campus at the corner of R. Papa and Lepanto streets in Manila
in 1968. Peregrinating from her humble beginnings then, through the competent
stewardship of the founders and board members: Dr. Doroteo S. Pasion, Col.
Rafael Q. Yap-Diangco, Atty. Jose R. Torres, Jr., Mrs. Gloria C. Meñez and
Mrs. Lourdes L. Sarabia, NCBA now has three big campuses— NCBA Cubao, the NCBA
Fairview and the NCBA Taytay, equipped with modern educational facilities and
manned by highly qualified and dedicated officials and teaching and
non-teaching personnel, producing globally competitive graduates.
NCBA Taytay stands on a strategically located lot, formerly a rice field at
Barangay San Juan in Taytay, Rizal. Inspite of the uncertainty of business
opportunity when NCBA Taytay started operation in 1984, Dr. Doroteo S. Pasion
did not lose heart and hope, and went on building this campus, thereby making
his dream of extending quality education to nearby provinces a reality.
The vision of the present Board of Directors headed by Atty. Jose R. Torres
Jr., the current president, is to establish an educational institution that
would be committed to train and produce God-loving, law-abiding citizens and
competent professionals who would serve as effective leaders or agents for the
political, social and economic development of the country.
In June 2004, during the administration of the current officer-in-charge, Mr.
Edwin P. Torres, NCBA Taytay opened her doors to prospective students wanting
to enroll in the BS Nursing curriculum. The complete facilities of NCBA
Taytay’s Nursing Department won for her the recognition as model to schools
applying for the BS Nursing program in Rizal.
From the initial enrolment of 38 college students, NCBA Taytay, through the
years has continuously increased in population which necessitated the
construction of additional buildings and classrooms to accommodate elementary,
high school and college students. In fact, as part of the school’s expansion
program, separate buildings exclusively for Bachelor of Science in Hotel and
Restaurant Management (BS HRM) and Bachelor of Science in Nursing courses have
been built.
To date, NCBA Taytay’s baccalaureate programs and offerings include Bachelor
of Science in Nursing (BSN), Bachelor of Science in Accountancy (BSA),
Bachelor of Science in Computer Science (BSCS), Bachelor of Science in Hotel
and Restaurant Management (BSHRM), Bachelor of Science in Business
Administration (BSBA) major in Banking and Finance, Management, Management
Accounting and Marketing, It also offers associate degrees in Hotel and
Restaurant Management (AHRM), Associate in Computer Technology (ACT) and
Certificate in Caregiver.
The vision, philosophy and mission of the College are summed up in its
educational policy, which is to offer and provide- both in its facilities and
its teaching force- a complete education to young men and women and equip them
with the skills and training to become responsible citizens and future leaders
of our country.
Present times
fter several years of its existence as educational institution, the National
College of Business and Arts Taytay Branch continues to respond to the needs
of the society in general, and to students in particular. For instance, in the
basic education department, students are provided with instructional materials
necessary to help them become competitive. NCBA Taytay in cooperation with
Techfactors, Inc., a technology-driven computer education, is provided to
Kindergarten II to Fourth year high school students.
Different courses like Bachelor of Science in Accountancy, Bachelor of Science
in Computer Science, Bachelor of Science in Hotel and Restaurant Management,
and Bachelor of Science in Business Administration with majors in Banking and
Finance, Management, Marketing, and Management Accounting are offered in the
college department. Associate courses in Computer Technology and Hotel and
Restaurant Management are the recent addition to these courses but the most
recent courses being offered are the Caregiver and Bachelor of Science in
Nursing. The College of Nursing, on its fourth year, is aiming for
accreditation, and to obtain the 100 percent passing rate in the board
examination in 2008.
The school administrators believe that by providing complete facilities to the
clienteles and maintaining a pool of qualified and competent faculty members,
quality education is assured. Among the air-conditioned facilities provided
for the total development of their students are: the Audio-Visual Room (AVR)
and Mini-Theater, the Internet Library, and the School Library. The Mini-Hotel
and the Anatomy and Nursing Skills Laboratories for BSHRM and BSNursing
students, respectively, are also provided. Likewise, the schools computer
laboratories are equipped with licensed operating systems/software and are all
capable for network connections.
Extra curricular activities like memberships in the different student
organizations, and participation in the scheduled of school affairs such as
Buwan ng Wika, College Week, Sports Festivals, and Foundation Anniversary
celebration are incorporated in the academic curriculum to enhance the total
development of the student’s personality.
At present, NCBA Taytay is preparing for next year’s 40th Foundation Day
celebration in February 2008. Exciting and fun-filled activities for the whole
NCBA community are set.
The concerted efforts of the Administration, the faculty and the non-teaching
personnel, make possible the achievement and realization of NCBA Taytay’s
goals and objectives.
Roles and Parallelism to the Centennial Congress on Higher Education

The Executive Summary presented at the end of the Centennial Congress on
Higher Education at the Manila Midtown Hotel in May 1998, looks back at a
hundred years of history and looks forward to the next one hundred years of
higher education.
The country faces more questions than answers, as it especially pertain to the
contribution of higher education to the development of the Philippines and to
the improvement of the lives of ordinary Filipinos.
To give light to the current conditions of education in the country, educators
of higher learning gathered on May 28 and 29, 1998 for the National Centennial
Congress on higher education with the theme, “Higher Education in the
Philippines: From the Revolution to the 21st Century.”
Dr. Mona D. Valisno, then Chair, National Centennial Congress on Higher
Education said, that it is time to take stock of the state of higher education
in the country. Look back at the past and derive inspiration from its major
achievements, and to look toward to the future to find out what challenges
should be tackled to enable institutions of learning to contribute to the
attainment of the country’s developmental goals.
One of the objectives set by the Commission is to ascertain which visions and
principles remain relevant in the 21st century.
At the same time, when NCBA was still at 30, it started charting its new
course to meet the challenges of the new millennium. Next year, 2008, the
College will be celebrating its 40th founding anniversary within which the
institution has remained embedded as partner and contributor to the
development of Philippine Higher Education.
Through the years the vision of the college has taken roles demanded by the
times. Its vision statement clearly manifest what challenges the Congress as
far as improving the values of the Filipino people. The College as an
educational institution is committed to train and produce God-loving,
law-abiding citizens and competent professionals who will serve as effective
leaders or agents for political, social and economic development of the
Republic of the Philippines.
The College has responded appropriately to the challenges of the 21st century
in the light of the current economic condition of the country and the needs of
the world.
The discussions, in the Congress in general, reflected current concerns in
Philippine society. They also indicated the possible directions that higher
education in the Philippines could take and address pressing current concerns.
These concerns and challenges include, but not limited to improving quality,
relevance and access in higher education; increasing investment in research
and development; responding to the challenges and demands of rapid advances in
information technology and communications; balancing the trend toward
globalization with the needs to strengthen appreciation of Filipino culture
and identity; and addressing concerns regarding teacher and teacher education.
The concerns of Philippine education are concerns of the Philippine society as
a whole, as the performance of higher education in terms of its graduates,
research output and other vital areas, have had and will continue to have an
impact on the national life.
It was for this reason that a review of Philippine higher education over the
last 100 years and the major issues that it faces at present was considered
necessary during the congress. This was followed by a look at the future and
the possible directions that Philippine education could take to make itself
more responsive to the needs of the nation, particularly to the ordinary
people.
We need to promote programs that will prepare our people and our country for
the changes that modern science and technology have made possible in our
world. The 21st century will be very dynamic, it will be ever changing and
will change fast.
The National College of Business and Arts took a role that will meet the
challenges of the Congress and as part of higher education; the College
designed a general objective that will develop globally prepared leaders who
will take an active role in national and international development.
Specifically, the College will provide students with affordable, relevant and
quality education. It will also incorporate basic cultural values and
international development in all aspects of instructions.
The college will also maintain an academic faculty whose members are
knowledgeable in their respective discipline and are recognized practitioners
in their field.
Intensification of research and other related activities designed to
contribute to the attainment of national development will be a priority of
NCBA.
National and global developments demand comprehensive reforms in higher
education. NCBA is ready to assume new roles in the face of global
developments.

The National College of Business and Arts as an educational institution is
committed to train and produce God-loving, law abiding citizens and competent
professionals who will serve as effective leaders or agents for political,
social and economic development of the Republic of the Philippines.
The College, through its educational programs and institutional activities,
intends to show competence and excellence in teaching through updated programs
and offerings to maintain quality education and produce highly skilled and
professionally trained graduates of business, science and allied services to
contribute to the progress and development of the nation.
It offers four-year degree courses, namely, Bachelor of Science in Nursing,
(BSN), Bachelor of Science in Accountancy (BSA), Bachelor of Science in
Computer Science (BSCS), Bachelor of Science in Hotel and Restaurant
Management (BS HRM), and Bachelor of Science in Business Administration (BSBA)
major in Banking and Finance, Management, Management Accounting, and
